Even with the inefficent of the flooring bonus, Fury Cutter is still superior to Bullet Punch because this is a cycle DPS calculation, not real gym calculation:
Against Blissey, all Pokémon are set to the same level and 10/10/10 IV.

As we see above, Ursaring's "Counter + Hyper Beam" remains the champion and advances to the compare with Arcanine!

Wanted moveset for defense: Rock Throw + Brine (obviously killing Charizards)
Ideal moveset for defense: Bullet Punch + X-scissor (Bullet Punch does more damage and generates energy faster at defense)
Fury Cutter for defense? Nope, bad type coverage, and almostly no one uses Exeggutor to attack Scizor. The end.

mine has Fury Cutter and Night Shit.. it sucks but despite your calculations my SCIZOR 1500 managed to destroy exeggutor 2300.. I don't know how.. it is so dam fast.

It's because bug moves like fury cutter are double effective against exeggutors type of grass and psychic. Though I feel your pain with suboptimal movesets mine got bullet punch and Night Slash. Still haunts me.
