Niantic has shown they give consideration to movesets with Vaporeon

I've always been one to complain about ridiculous movesets on pokemon. It's something that is incredibly frustrating at times when evolving a great mon you're excited about. Sometimes you wonder if any thought is given to the moves a pokemon can learn. As of Gen 2 all the Eveelutions have two quick moves instead of one with the exception of Vaporeon. The Eveelutions have the luxury of always having STAB moves. With that being said I'm pretty sure there are only two water type quick moves in the game in water gun and bubble. If Vaporeon was able to get bubble as a quick move it would make it an even better defender and even more prominent in the meta. I'm pretty sure this was considered when they decided to not give Vaporeon access to bubble. I see this as a good sign that we have hope for more thought out movesets in the future.

true they prob considered, but had to keep some balance. im still scared/expecting they will nerf ampharos if many people got it and niantic has to protect their vapes...

My wild caught shitty IV Vapoeron is easier to use than my 96% IV Starmie. This is one example that I could think of.

where i live i can use bad iv high cp vapes for defending gyms very well, only when i go to larger cities its getting more difficult

Vaporeon doesn't learn bubble in the main game series so he has no access to it in Go.

This may be the most sensible answer I could have heard... I really don't know how to respond to it other than thank you for that information! Edit maybe Niantic doesn't give that much thought to moves and just couldn't because of Pokemon lore...

Yep. Whirlpool is the only remaining water type move that Vaporeon learns that is not already a charge move and could make sense as a quick move. And Whirlpool was an HM in Gen4 so a lot of water pokemon could have access to it.
