What will the top tiers look like once trading commences? Legacy movesets should be more valuable, I assume. How valuable are regionals?

Tier1 (IV > 90) :
DB/DC Dragonite
ZH/BS Snorlax
ZH/DG Blissey (or all movesets)

Tier 2:
DT/OR Dragonite (IV > 90)
Tier 1 (IV < 90)
Regionals (IV > 90)

Tier 3:
Tier 1+2 (Lower IV's)
Porygon/Muk/Lapras
High CP Defenders with ideal movesets with high IV(Gyarados, Tyranitar, Rhydon)

Legacy movesets will not be a thing when trade hits the game. The reroll option should be released before or even at the same time.

Legacy movesets are rare by definition, so they will have value. I assume that trainers will have the choice on which movesets to roll. There would be a revolt if Niantec forced a re-roll of DBDC Nites, for instance.

Legacy will either be available in the future reroll system or will be nerfed to non-optimal status (maintainning their trophy status for rarity)

I also disagree with the reroll statement. As much as I want to reroll on some of my rare 100 ivs, I don't think it should. It would then place important on IV's and not movesets when obtaining pokemon.

It also may not be a great financial decision for Niantic; when hatching a pokemon, there are two things that differentiate them. Movesets and IVs. That's what makes some of them particularly rare. If Niantic chose to incorporate re-rolls, It would make obtaining some pokemon significantly easier, decreasing the need for incubators. For example, if I obtained a 93% ZH/EQ snorlax, i wouldn't attempt to the same extent to incubate eggs in order to obtain, say, ZH/HB (or whatever you the reader may deem as the ideal snorlax).

I do agree that legacy moves will be easier to access. However, in the distant future, when the game has been out for years, these pokemon will be more difficult to find since the proportion of them has decreased compared to ones of the same species with current movesets.

Getting back to the original topic, I believe the value of legacy movesets will increase over time, but until then, I believe the OP's list is solid (change porygon --> porygon2)

Do you mean Porygon 2?
Tyranitar is tier 1 or 2 w/ B/SE. Lapras belongs w/ Snorlax. It's just if not more rare. Ampharos belongs in tier 3. Aerodactyl and Milktank are rare enough to be considered above ???

It all depends on the region and biome. Aerodactyl is not a rare sight where I live, for example, but I'm sure lots of people out there have never seen one...

That's why if trading is regional and location based only it'd be so lame. We'd be trading things primarily w/ high IVs.

Yes, Porygon 2.

I guess Lapras will depend on the Meta. There are those that will want it as a trophy, but it isn't useful with the current gym mechanics. Legacy ZHBS is both rare and the best non-Blissey defender in the game. Whatever changes Niantec makes to the gym scene, hopefully it will result in more pokemon being useful in gyms.

My assumption was defender>attacker, so Tyranitar was not in the elite tier.

Dragonite is way to common to be top tier. Also the inbalance in number defenders and attackers makes defenders more useful.

I would guess a good lapras and snorlax as tier B.

Tier A is blissey.

C dragonite and tyranitar.

Nobody would take a dragonite IF the could choose any Pokémon they want. Unless they have a enormous bias or dont understand how crap dragonite is AT defending
