Once bitten Twice Shy
A couple weeks ago I did a vote poll on whether to evolve my Level 22 15-15-12 Dratini and Level 17 15-15-13. I did the lower level one with high IVs even before putting up the vote. However the vote did tend to go along with what I did.. But I got burned with the Absolute Worst Moveset Possible. Steelwing/Hyperbeam. And now it sits useless.
A couple weeks later and egg hatches later im back to 125 candy to try again. I've caught 2 more good, but not as good IV but higher level.
A) Level 22 15-15-12 (3048 at 30) 2235 evolve
B) Level 26 15-14-12 (3037 at 30) 2632 evolve
C) Level 29 14-15-9 (3012 at 30) 2918 evolve
The problem is if I evolve a junk moveset C is tossable in spots 2-5 in my local gyms. B is tossable in spots 7-9 in my local gyms. A wouldn't be usable.
I'm usually a go for the best type, but after being bitten two weeks ago, the idea of something at least as a fake Gym Filler is appealing.

Dump the candy into the one you have...2 weeks is nothing to get another.
Then if it only takes 2 weeks to get enough candy for another then I would go for the highest CP potential...because you are after a defender.
Even a bad moveset with higher CP is fine as a defender.
There is not a moveset in existence that will stop a determined attacker taking down the gym - and most of the time they won't even know what moveset it is until they have already started fighting it.
For defenders IV/CP > moveset......
For attackers moveset > IV
What everyone says is true, ultimately if a gyms going to survive, the Pokemon defending it only really play a small part. Powering up your current would be the quickest and cheapest way to get a high CP Dragonite.
That said, everyone plays the game for different reasons, and if you really wanted one with a good moveset I'd understand that. If that's the case, personally I'd go with B. Balances having very good IVs, and not being too far from level 30, so worth powering up even if it doesn't get a great moveset.
