Level 35 trainer with 3081 cp Blissey in Arena. How is that possible?

There was a "bug/glitch" before gen2 release that you could power up mon past your trainer level, normally you can power up twice per level, but if you clicked the power up button with 3 or 4 fingers it will "skip" that level and go past it powering the mon that number of times.
You can search on YouTube, some people made videos about how to achieve it, but now it can't be done anymore, they have fixed it.
My guess is that trainer used the trick on his/her Chansey before evolving, and now has become a Blissey.
That's a good theory!
One glitch happened to me last night, but I'm not sure it can help a pokemon surpass its cap level now. Due to some lags (network lag/server lag...), when I pressed power up my Blissey (93%iv), the screen was freezed, so I tapped it a few more times and waited then the power up screen showed up, added +81CP (or approximate to that number) to my Blissey. I guess if his pokemon wasn't maxed out and he ran in to this glitch, then it might result in that CP number.
