What's your biome???? Here, even if you run 9 incubators all day, and go through them once or twice a day, they are still extremely rare. And even if you hatch 5 larvitar, let say you got 10 to 20 km per Larvitar, you still have to walk about 400 km to evolve one, yet in my area, even if it's very obviously not the right biome, there's some guys who have many Tyranitar already.
Pokemon players all over the world, I am a player on ground based in Hong Kong, no tyranitar, no unown and hate spoofer or bot player.
The telegram message you see are the alert that certain location has certain rare pokemons, you may say this is treating, I admitted. But just like player who using map or poke alert, I need to go that place by transport but not fake gps.
I keep up with the botters and spoofers forums, it's insane. You kinda got to know what your up against. They will lose lvl 38 accounts in Ninantic traps (well done), they bot over and maybe get 6 of their 12 accounts banned, including many of their top ones. Some sneak through and they so proud of themselves. It's kinda funny though.
Here is a chart based on a recent Silph road egg hatching reasearch. Larvitar are not hard to hatch from eggs. In fact good Pokémon are much easier overall to get than prior to Gen 2. It's also worth pointing out that no connection was found between biomes and egg luck percentages but it still wasn't ruled out as a possible effect in egg draw. In short I would expect and person with luck that buys full incubator sets to probably have a Tyranitar by now.
