Steel Wing / Outrage Dragonite
I have 2 evolved Dragonites and 2 caught in the wild. None of them with Dragon Quick moves. RNGesus wasn't very kind.
The last one got SW/O and I wonder what's your experience attacking gyms with this moveset. Should I max him? It's not very easy to find Dratini candies. Thank you

steel wing does fine, kinda good speed and decent damage, but dragon tail outperfoms it
outrage is like having a better version of dragon pulse, has kinda long cd too but deals nice damage
and speaking of powering up i wouldnt unless you just have tons of candies and tons of dust plus is high iv so i can leave it in gyms, but if already has decent pc for attack and not planning in leaving it in gyms i wouldnt power up is about tastes
Steel wing has a shorter cooldown (which heightens its ability to dodge)

And is preferable to fairy types (when PvP is released). It also hits super effective against ice and rock, both are which Dragonite is weak against, but dragon type still reaps the benefit of stab against these types, unlike against fairy
Yes, SW has a shorter cooldown (0.8s) than Dragon Tail's cooldown (1.1s), but it's not as significant as some people make it out to be. Dragon Tail is just superior on offense in the vast majority of situations - even with effective dodging - and will almost always perform better on defense.
SW was rebalanced to make it usable on offense as well as defense, but its' generally suboptimal for both purposes. It isn't fast enough to be better on defense, and its base damage isn't as good defensively speaking.
In my quite humble opinion, I would rank the movesets as follows:
DEF: DT/O > DT/H > SW/O > DT/HB, etc.
ATK: DB/DC > DT/O > DT/H > DT/HB > DB/HB > DB/DP > SW/O, etc.
Pure DPS, SW/O ranks behind all the Dragon Tail movesets, but it's decent for either ATK or DEF purposes.
