Legacy moveset mud shot/earthquake

Which is the rating of mud shot / earthquake (legacy) for golem , better or worst than mud slap/earthquake?

I think it is first for attack, rating A and second in defense , rating A but in not entirely sure .

Why some pokemons have their legacy rating and others dont ?

Mud shot is way worse in defense than mud slap.
For attack its probably a bit better since it charges charged attacks faster.

B or C for defense ? Or still A
