Question Regarding Dratini and IV's

So I currently have a cp 2047 dragonite, but he doesnt have the best IVs. Problem is, every time I power him up, I check on https://pokeassistant.com/main/ivcalculator and it seems that his ivs change. I thought that IVs were permanent on a pokemon and dont change, even when it evolves? Also, I have a cp233 dratini that was determined to have 94% perfection. In that case, is it worth to just commit to that dratini, power him up and ultimately evolve him?

p.s. if there is a more reliable IV calculator, could you guys recommend it to me? Thanks
