Question Regarding Dratini and IV's

So I currently have a cp 2047 dragonite, but he doesnt have the best IVs. Problem is, every time I power him up, I check on https://pokeassistant.com/main/ivcalculator and it seems that his ivs change. I thought that IVs were permanent on a pokemon and dont change, even when it evolves? Also, I have a cp233 dratini that was determined to have 94% perfection. In that case, is it worth to just commit to that dratini, power him up and ultimately evolve him?

p.s. if there is a more reliable IV calculator, could you guys recommend it to me? Thanks

Do you have the before and after CP, HP and Stardust cost of your dragonite?

I use the same calculator and I haven't noticed an issue.. Yet.

I'm not sure what you mean by that, in all honesty the concept of IVs is quite confusing for me. I just input the new CP, HP, and cost in the calculator and it says my average perfection percent changes. Once time it was 68%, then I powered him up, and put the new stats in the calculator, and it says 72%

Are you using the "refine" button after you power up/evolve? If you just hit find IVs again it starts an entirely new calculation. The refine button narrows down the previous calculations possibilities.

Dont click on Find IV for 2nd time. Click Refine. IV is always the same once you know exactly what it is.
