Perfect pikachu

Today I hatched 100% IVs pikachu. This is my first perfect mon as a 28 lvl trainer. and I don't know what to do with him, because overall, electric type is not that much powerful and I don't want to waste him. Should I power him up or safe him for trade? Would his value decrease if I evolve him? Don't count chance to get a bad moveset. BTW I don't have an electric type atm. Candy and stardust aren't problem.

The only question is stardust, if you have nothing else to spend it on you can power it up or upgrade. Idk what do you mean saying "for trade" but if it's possible to trade it anyway, its cost is about 50% if it get a perfect move set it'll be 100%, if not, it'll cost nothing

You can trade him but Im not sure what his value would be but it could be alot. Its prolly the most beloved pokemon. Somebody might just keep it unevolved and pay you with a 3500 cp Dragonite. Maybe... But not as much as a Raichu with good movesets thats for sure. You will most likely hatch more Pikachus with worthy IVs so no need to be hasty I guess. Ive hatched about 5 outta my 300 eggs.
If you evolve him hope you get thunder. Raichu with thunder is an absolute Gyarados killer. I have yet to come across a pokemon with spark so im unsure how much better it is then thunder shock. All three of the Raichu I evolved with thunder got shock. Nevertheless I can easily take out a 2500 cp Gyardos with a 1200 cp Raichu with thunder. I use mine regularly building gyms. Outside of training gyms all electrics are very weak pokemon tho.
I have 5 electric pokemon with thunder and the Raichu hits the hardest hands down. Its way better than a Jolteon. I have two Raichus with thunder with 84 and 87% iv's at 1200 cp. I come across multiple Gyarados gyms regularly so a couple of electric types with thunder comes in very handy.
My biggest thunder Raichu is 1600 Cp but its a 60% iv which I got when I evolved a 600 cp-ish Pikachu I found one day. I have not and dont plan on powering it up due to the low IVs. If I were to find one like yours and evolved it with thunder Id prolly power it up to 2K at some point. It would be useful for fighting a tuff gym with 2500 cp + Snoralax, Lapras, Dragonite and one Gyardos. Like I said functionality is low. Not as high a build priority for me tho as my 1600 cp Raichu works great.

Did you get Thunder Shock / Thunder moveset? If so I would totally keep it as a Pikachu and power it up if you can spare the dust.

A beloved Pokémon, with perfect IV and moveset. I'd totally trade for that.

Lol, unfortunately I get quick attack and discharge. I never been lucky in this part I think.

Don't. People don't want it for the moves; they'll want it as a collector's item. Save candies if you expect the trade function, but they may not want it powered up at all. Just hatched as a perfect L20 Pikachu is its most valuable status. No question about it. Let the collector decide what to do with it.

As a "collector", perfect IVs is huge (and normally enough) but for a Pikachu I'd want it to have the right moveset since it's non-evolved. Others might have a different view and that's fine, but I'm out. :p

I agree with you in some way. Quick Attack is ok but I've never seen Ash's pikachu while using discharge move.

That's a great mon. Keep him and evolve to Raichu first. When you go higher in the game and have plenty of stardust you might want to max out your Raichu.

I have also hatched a perfect Pikachu and was planning to max it out. However, once evolved, it came with the worst move set and now I am barely even looking to it anymore. Was very disappointed

Do you actually plan on using your Pikachu (or Raichu if you evolve him) in combat? If the answer is yes, then go ahead and evolve and power up. If the answer is no, then don't do anything at all - leave the Pikachu as it is for trading.

I personally would leave the Pikachu untouched - electric pokemon are really awful in battle (except against Gyarados), so I think you could get a lot more out of your Pikachu by trading it... if Niantic ever introduces trading...
