Legacy Golem mud shot rating

Some pokemons have the rating of their legacy moveset like weesing, but others dont

Where should I place mud shot/earthquake. I guess it is first for attack (A) and second for defense (A) but im not sure

Its 1st for both but golem isnt very usefull. Bad defender due to Double weakness to water and grass. Not very usefull attacker. I sometimes use mine that has both rock attacks to attack lapras or dragonite but its a 2nd choice
