Blissey psychic...
I've always thought I'm pretty good at stardust usage, as ultimately it comes down to what an individual player likes, but I'm really curious about other play styles on this one.
I've got a blissey...A/D/S is 15, 15, 13...moveset is ZH/Psychic. I'd love to power this IV beast up to level 36.5, yet powering up a D moveset just doesn't feel right. That said, any moveset is better that the next best defender. The OCD in me just can't do it, but the player in me loves the idea of throwing a 3052 blissey with 402 HPs in a gym.

I was in a very similar situation.
My best chansey had 91% iv with 15/11/15 and evolved into a blissey with zen/ psychic.
I was sitting on enough candy to evolve a second one, and still be able to max one blissey out. So i went again, and once again got zen/ psychic.
I thought hard and long, reading all about the different def moves, and then i just went for it, maxed her out.
Im also very very picky, but i really think that those last hundred of cp to the bar is gonna make more difference than moves when it comes to blissey. As the game continues, with this gym-form, high placement is essential and one more try for dazzling with the cost of 50 candy, nope.
Ive already delt with dazzling and i dont find it hard at all to dodge (yes im bias and of course doing my best convincing myself i made the right choice)

Unless you are swimming in Chansey candies, I really think using another 50 to evolve for movesets is just a total waste...50 candies is close to enough to pretty much take 1 from level 20 -> 30. Also, moves can change as we've seen, and attackers won't care that your Blissey is ZH/DG or P/P when they plan to tear down your gym...really.
I saved up over 500+ candies after the Valentines event including walking 200km prior to the v-day event and hatching some during Halloween double candies also and had no problem maxing just 2 Blisseys so far with non-ideal/worst/bad movesets.
Even though I still have enough candies to evolve 2 more (have 2 more near or over 90% IVs as well), I think it's better to just get stronger ones since CP creep is rampant and Blissey is still only 6th on the CP scale so you need to save the candies to take Blissey well over 33+.
As she is clearly a defender, having a few stronger ones beats having multiple weaker ones due to gym CP creep and you only need 10 strong defenders...
At least until the gym meta is turned upside down...
I prefer Psychic than Hyper Beam. The yellow flash appears only 1.3s after the text for Psychic, it happens 3.3s after the text for Hyper Beam, almost 3x more, turning Psychic much harder and risky to dodge.
If you're facing a Blissey with 1 bar move (HB or Psy), unless you're low level trainer dodge only the charge move will not "times out" you, and the chance for Psychic hit you are big, for HB are very small (easiest dodge in the game).
Lets say Blissey use 5 Psychic in the battle and you dodge 3: (3x100)x0,25 + 200 = 275 total damage (if SE 275*1,25 = 343,75 damage).
Now for 5 HB and you dodge all: (5x150x1,25)x0,25 = 234,375 total damage.
Have several situations, if the attacker are using Fighting mon, if are Psychic mon etc. But in general, Psychic is good, there are no bad Blisseys.
Dragline, if I were in your shoes presented with your situation, here's what I would do:
I would wait until BOTH PvP and trading to come before either powering up that blissey, or evolving a similar-IV chansey if you manage to find/hatch one in the mean time, and here's why:
- PvP - perhaps blissey may flourish in PvP? I am assuming pound > Zen Headbutt in this scenario, but psychic may work well as it has a relatively short dodge window. I am assuming this moveset will not be the most optimal in PvP, but who knows!
- I would wait some time (e.g. a couple of months?) until AFTER PvP is released, as at that point there may be a relative solid meta for PvP along with science backing up which pokemon are ideal
- I would wait after trading to be released. Let's assume that Psychic works relatively well in PvP. In this case, that blissey may be worth powering up.
However, let's now assume that pound > ZH in PvP. At this point, you have a very high IV blissey with a solid charge move (again, assumed for PvP-like I mentioned above, psychic may not be as effective as either HB or DG).
In this scenario, you now have a pokemon that serves two purposes:
i). sits high in gyms (relatively to other blisseys, ESPECIALLY since your attack and defense stamina are maxed, if you had one with say 13/15/15, the cp might max out 40 cp less or so, as attack drastically impacted CP compared to either def or stamina).
ii). May or may not have a decent moveset.
You would then be holding onto a pokemon that may be worth some value, trade-wise. You could cash in for a different pokemon! And through waiting, you've saved both stardust and precious chansey candy.
However, the only downside would be the waste of potential gym placement for at the moment (or difference between what it is now and what it will be fully maxed to your level).
This recommendation theoretically satisfies your OCD side. The only part you will have to deal with is coping with "the player in [you, because you love] the idea of throwing a 3052 blissey with 402 [HP] in a gym."
You have two options. You can either power it up immediately or not. Once you power it up, you cannot 'un-power' it where as if you do not power it up now, you can always power it up in the future.

You could waste a tonne of candy evolving more and still not do any better.
Take it from someone who got 3 ZH/Psychic Blissey in a row - even though I spread out the evolve over 3 days.
Sure, I got lucky on the very first for Z/Dg...but that was never a guarantee no matter how many I evolved.
So now I have a max'd out Z/Dg AND a max'd Z/Psychic - and they both sit in gyms, and they both earn the exact same reward...the Z/Dg doesn't pay any better.
There is no one that looks at one gym and says 'oh Z/Dg...don't touch it, let's go find a Z/Psychic one'.
A better moveset won't get you a better gym placement, and won't stop a determined attacker.
How many candy have you got to keep trying for a preferable moveset?.
Sure, you have a good chance of getting a 'better' moveset, but what are the chances of you getting your prefered moveset?
