Yeah that's not a bad moveset, IMO. Also, Dragonites make lousy defenders anyway. Their asset is high CP, and your guy will have one of the highest for his level.

Not a bad moveset by any means. As far as the Steel Wing movesets are concerned, probably the second best one after Outrage. Definitely not as good as the Dragon Tail movesets, but not bad by any stretch.

The Dragonite defense moves page is updated. Dragon Tail + Outrage = A rank, the rest of the DT movesets plus SW/OR + SW/DC + SW/DP = B rank.
