So what is "Worth" Dust to you
For me, the only pokemon worth Dust above Level 30 are Dragonite, Rhydon, Gyrados, Vaperon, Blissey, (and if I had one Tyrantir)
I also have 2 Perfects a firefang/flamethrower Arcanine and a RL/SB Venusaur that get dust only because they are perfect.
I will also spend Dust on Exeggutor/Machamp but only to level 30 with moves I want
For rest, I generally just level them where I catch/evolve them (tons of level 20s from eggs)
I used to do Poliwrath/Lapras/Slowbro before the Stat adjustment, but now wouldnt spend dust on them.
I'm curious (not including IVS) what you find worth it, maybe Im missing a diamond in the rough.

Seems like it would be a huge difference but a level 30 and 35 is barely noticeable on video side by side. Im talking 60 second fight vs 63 second fight and the difference between same level 0 and 100 Ivs is even less than that.
Which is why I evolve 0 iv machamps at level 30 and my high IV machops from eggs get transferred.
I don't think you're missing a diamond in the rough unfortunately. It depends on your area but like KooShoo said defenders are the only thing worth powering up more so you can sit higher in gyms. An exception I made was powering up my one Dragonite attacker a bit more just so he would be above 3k... but that's just for vanity. If you're in a more low populated area though you could still use those pokemon and have fun doing it!
I completely agree. It really is dependentin your area and the gym meta. If not a lot of turnaround in gym, good to have high CP defenders to stay in longer. i hardly power of attackers because my area is mainly dominated by my team, so it a prestige game. Also, many attackers do just fine without having to power up that much if you dodge effectively. In regards to potion efficinecy argument, it's also dependent on area. Some don't care about wasting potion because they live in dense cities and can refill their potions daily because of a lot of pokestops. So, they can just spam attacks and just heal right away. So it's all relative to your gym meta.
For me the only Pokemon worth maxing out to lvl 39 atm are Snorlax and Chansey because those two are the only ones who can truly stop players from beating down a gym and therefore they will think twice before attacking. My soft cap-limit is at lvl 31,5 for every other pokemon I decide to power up. This List includes:

In a really competitive environment you could argue that Dragonites or Tyranitars are worth powering up to the max also to secure good positioning, but even a 3400 CP Dragonite gets easily bet by a 2200 Lapras. Same probably for Tyranitar against Vaporeon, Exeggutor or Scizor. I still try to find out which role Machamp will play going forward. If he would be able to take out two strong CP Snorlaxes or even a Blissey and a Snorlax by maxing him out, that could be worth it too.
From the ones you said I have powered up Gyarados, 2 Dragonites, a Vaporeon, a Blissey and a Snorlax, I don't like and don't use Rhydon at all.
For me also any 100%IV with perfect offensive or defensive moveset that I use and like, I have a Poliwrath and a Blastoise maxed to my level (35) and I will keep powering them up for sure. Also have powered up ZH/SoB Exeggutor because there is not a single gym in my area that has less than 3 Vaporeon, so I use him again and again and again...
The issue is that you will probably get to a point when you have tons of dust and no "top tier" mon or not enought candies to power them up, that is what is happening to me right now, I have 600k dust but not a good Snorlax or Dragonite to power up, I don't want to invest on another Vaporeon and still need 100 more candies to get my 5th Gyarados (hope it will be the second with good moveset), also don't have enough Chansey candies to evolve and power up another Blissey.
At this point I am just saving dust in case I get Ampharos or Tyranitar or more candies of the above mon.
I have all the same stuff as everyone else maxed as defenders. Besides those I just picked up a perfect Dragonite with a meh moveset that I'm maxing just because. I maxed my good bug moveset scizor because he is great at mowing down eggs. I maxed my perfect Jolteons because he is great at mowing down Dragonites. I maxed my two 90 something percent Vapes because they are great at everything including taking down Tyranitar.
Rhydon doesn't make the cut for me, but that's because I've already got a stable of top-quality Dragonites (DB-DC + DT-OR, etc.) and Rhydon is kinda irrelevant in my situation. I would only spend dust on pokemon in the top tier of IVs, 82+ depending on pokemon -- I would definitely spend dust powering up an 80% Snorlax for example, with good moveset.
Beyond that, it's basically Dragonite, Snorlax, Blissey, and Tyranitar at this point. I could see arguments for legacy Exeggutor with Confusion and some of the new Gyarados with Dragon Tail. DT + Outrage should be a solid moveset for gyarados defenders (not addressing whether Gyarados should be a defender or not).
I power up anny pokemon I like that gets an usable moveset. I'm always low on dust because of that though.
Attacking movesets rarely get powerd up over lvl 30. (Only exception atm being my first ever charizard)
I also only spend dust on high iv pokemon 82+ %. I will probably make an exception for ly ZH/BS Snorlax with 64% ivs because I want to see if it really is as good as some people say it is. (And its cp is still gonna be very high)
