Both are the two best defenders available.
Blissey: DG are SE in Fight and Dragon, so you need to dodge it if you're using Dragonites or Fighting types. If you dodge too much, you can got a "Time is Out".
Snorlax: BS is hard to dodge, but you can dodge safely most of them and your time will be enough without pressure. You will need more potions here and if you are low level you will die.
ATM Blissey is better i guess, but both are Tier GOD imo.
HB is dodgeable, but it gets STAB and attacker dodges it, he loses valuable time. So your moveset is quite ok.
Blissey has more then 500 STA, this makes 1000 STA defending, that translate into 500 Energy or 5 Hyper Beams alone from Energy gain throught lifeloss. More Hyper Beams come from Energy of ZH. Attacker has really to be cautious battling her.
Blissey is too tough, I suppose it could not be prestiged properly, so if it stays on very bottom of gym, gym became stagnant. (I've seen only once somebody prestiged Blissey about 2000 CP, but it was only like 500 prestige till next gym level and when I dropped prestige again that gym stagnated till somebody took it down)
When I see Blissey in rival gym I do not take it down completely but just leave Blissey on bottom with minimum amount of prestige possible, so gym do not grow anymore and somebody eventually take it down.
Sooner or later everybody will do the same thing.
So I prefer to invest in Snorlaxes.
I had a gym with three chanseys. I could not aim for another mon. Fortunately, there were only 600 xp missing, i prestiged once with three kadabras (500xp) and once with a big dragonite (100xp)
A chansey has a defens that is almost as good as blisseys, but only half the att-stat. So its CPs are really low. With another pokemon at these CP (prestiging for 500 XP) time-out is almost inevitable.
A Blissey with same defense as a chansey has roughly double CP and can be prestiged with bigger Pokemon.
I've successfully prestiged a 2499 Blissey with a 1908 Piloswine, which opens up (and resets the timer for) the Rhydon and Gyarados that were placed above it.
It's not an efficient option for the prestiger but relatively easy. Grab ~600 prestige for the Blissey, then get 600-900 on the other guys assuming they're sufficiently higher CP than the Blissey.
Prestiging Blissey won't be a real issue unless she's on the bottom with 2700+ CP, at which point she's probably not going to be the absolute bottom of the gym (and even if she is enough players will have ~2700 CP Vaps/Rhydons that can handle her for 500 prestige).
Blissey - ZH/DG is the best defender in the game currently. Against a high level Blissey you're racing against the clock so even opponents trying to dodge DG works to your advantage, but it also covers all her major weaknesses.
Of course, things like levels and IVs will have some impact too. If your Snorlax a good bit higher than it will still be a more formidable defender, but if they are close to the same Blissey is the winner.
Blissey is way better than Snorlax - and this is coming from a guy with two high level ZH-BS Snorlax (and a third around 2000CP and a fourth around 1500CP) and not even a single Chansey (let alone Blissey).
Attacking a Blissey takes minimum 80 seconds (often around 90 seconds). That's a lot of time for 1000 prestige take-down. She will also 1v1 KO most pokemon (since dodging quick attacks isn't an option or else you will time out - need to only dodge charge moves and at that you can't wait to use your charge moves).
Snorlax are tough in gyms, but there's no threat of a time out, and thus you can dodge as often as you'd like. Even if you're not "threatened" by a Blissey timeout, the sheer time you spend taking down a Blissey multiple times is a much larger deterrent than a Snorlax will ever be (especially when he only has 1 super threatening moveset).
Blissey sitting in spots 7, 8, & 9, is a nightmare. 30K prestige needing to get through those 3 Blisseys, each probably taking a minimum of 1.5 pokemon. Probably equates to around 20 minimum Blissey takedowns - which means 30min alone fighting Blisseys (ignoring the rest of the gym and selection time). With an optimal attacking squad, a full Blissey gym would probably take over 2 hours, or double that of a full Snorlax gym.

DG is easy to dodge but Blisseys should be used as a time waster. Beating blissey is not hard, but doing so in 90 seconds is hard.
As i pointed out with my example of an blissey with 2600CP ZH/+P. It was easily get kicked out by my vape on 2700CP and an Alakazam on 2400CP (with focus blast). The reason is that psychic is a one bar charge move and gets dished out to seldom meaning the attacker spend almost no time wasting on dodging.
