Power up cloyster

Wondering about Power up and using a cloyster as a dragonite-specalist. 88.9%-93,3% iv, Frost breath+blizzard (from previous era) its on lvl 20.

I am on lvl 31 soon 32, 150k Stardust.

Cost to pwr up: 103k Stardust Cp increase to 2184.

Is it any good or is simply 2200 CP not strong enough against a 3000CP dragonite despite ice having stab+doublewekness and no real real good counter on cloyster(?)

2200CP is plenty good enough.

I've used my 1400CP to beat 2600CP Dragonites. Your ratio is better than mine. It's a tough fight, but doable if you dodge (and dodging is pretty easy - good rhythm in that matchup - one frost breath, one dodge, one frost breath, one dodge...)

I wouldn't spend stardust on powering up a Cloyster with that moveset. Although FB/Blizzard is a great moveset, FB/Avalanche is the one you want now. I'd suggest evolving a few Shellders at lvl 26+ with high attack/stamina IV (defense doesn't matter because of 300+ base def) until you get FB/Avalanche or IS/Avalanche.

You should be able to take down 3k Dragonites just fine with any ice attacker (Jynx, Cloyster, Lapras, Piloswine) above 1500cp, so 2200cp would probably be enough to take down two of those.

I only got one decent Lapras (iv 82,2%, ice shard + Ice beam) and is tied up a lot due to using it as a gym defender (altough not that much after gen 2 ofc).

Piloswine and Jynx has a weakness to steel moves so shouldnt steel wing should hit it pretty hard(?). Also Cloyster has a higher attack and Blizzard does more damage than Avalanche. I am more afraid of Cloysters (lack of) stamina.

Try it as is now and see how much you can take from a Dragonite with current lvl.
Note that with new Dragonite moves I found harder than before, meaning that an Outrage cough me by surprise and finished my 2k+ Cloyster. I did not had the second fight (that Dragonite was kicked out from the gym after that round of fights).
What I mean is that now is harder than before, so Blizzard might not be worth of that much stardust.

At least in my experience, shellder are easy to get. It is among my most common hatches. So, I have two are level 20 (one is FB/B and IS/A). Two others, I boosted to 30 (one is IS/B, another is FB/A). Hopefully, this keeps me safe is they change the move strengths again.

A 2100 shellder with two Blizzard or avalanche can kill ~1.5 3k dragonites. I've done it a few times just this past week. At level 20, it makes a great dragonite prestiger. My personal opinion is to have ones are both levels. Now with piloswine, you can use him to cover some of those roles too, if you have enough candy yet. I, personally, do not, so cloysters it is.

Are you gonnna use that to prestige or to take down opposing gyms? If you plan to prestige, there is no need for more power-ups. My FB/B Cloysters are about 1,700cp and they take down 3,000+cp Dragonite just fine (with dodging of course).

If you plan to take down opposing gyms then theoretically the higher level the better, but at one point it won't worth the power-up costs because the gains are too small.
