Which pokemon should I train? and what about my cindaquil?

Hello! I'm a new user! I need some advice with some pokemon. At first I have a problem with eevee evolutions. Where I live is difficult to obtain eevee candys and I don't know in which pokemon invest, or maybe in any of them and I should wait for something better (Espeon maybe):

1) Vaporeon IV 82,2% CP 603 (15 Attack/ 7 Defense/ 15 stamina) with water gun and aqua tail
2) Vaporeon IV 73,3% CP 1047 (12 Attack/ 11 Defense/ 10 stamina) with water gun and hydro pump
3) Jolteon IV 86,7% CP 723 (15 Attack/ 15 Defense/ 9 stamina) with thunder shock and thunderbolt

Also I have some more questions. I have enough candys for Typhlosion but my best cyndaquil is: 82,2%IV, 102 CP (12 attack, 11 defense and 14 stamina). I have a place where there are a lot, and maybe I can obtain one better, but normally they are 50% IV.

Finally I have catched today a Feraligatr with Bite and Crunch and 66 IV. Is not useful no?

Wait for a high level Eevee with a good IV or watch out for wild Vaporeons, the first one has a great IV and moveset, but it may have a too low level for you.

Since it is common, you may find more cyndaquils with a high level, evolve the one with at least decent (above 50%) IV.

Sorry but I think the level of 1) is too low,
the IV of 2) is not good enough,
and the level of 3) is too low as well, so I would not power any of them up. Just be patient

Thank you very much for your help! I will be more patient in both cases. I want a Typhlosion nooow hahaha! The best attack moveset for typhlosion is ember and over heat? thank you again

If you play avidly in a short time you will be catching eevees that are 500-700 CP. Regardless of IVs you can quickly build an army of eeveelutions that can do whatever you need without spending so much of that precious dust.

I guarantee you most of us would give anything to have followed that advice when we started. I know I wasted a huge amount of dust.

A little bit more advice. From what you are describing I think you may be in a grass biome similar to mine. Locate water spawns (these will frequently spawn Magikarp, Psyducks, Slobros, and rarely dratini). Focus on catching the Dratini but use those Pinap berries on those and Magikarp. The most common high CP defenders right now are Tyranitar, Dragonites, Gyradoses, Blisseys,and Snorlax. One of these is not like the others. Gyrados candies are easy as hell to farm in this biome (if we share one) and will be your first and easiest high CP defender. The others are long term investments and must be weighed more carefully for investment.

Where I live there are a lot of goldeen, krabby,marill, staryu, wooper, chinchou etc but not magikarps and not dratinis :'( I have only one larvitar and any of the most common high CP defenders, excepting one Dragonite, but is not useful. I would like to invest my dust in my Typhlosion with ember an overheat but 82,2% of IV, because is one of my favourite pokemon, but I dont know what to do.
