Evolve or power up?

I just hatched 2 dratini and found myself with 71 total dratini candies.
I already have a dragonite with HP - 11, attk - 15, def - 10 at 2302 cp. far from being maxed and the moves are SW/DP. Is it worth to use the candies to power it up all the way(it would have 3124 cp) or wait and evolve a new dragonite with the dratini I hatched?
Dratini candies are pretty rare for me but is SW/DP a good enough moveset to invest in or are they bad moves?
Thanks!

Depends on what you need, if you are in need of defenders (high max CP pokemon), then power up the one you already have, it's not "the best" because it has 80% IV's, but it will be pretty high in gyms at 3K+ and that's the best defensive moveset. If you want/need an attacker, then yeah, you need to evolve a new one and hope to get DT/O.

I didn't think about that aspect. I'm actually in need of more high cp defenders. My next highest after dragonite would now be a 2914 rhydon.
Is SW/DP still a good defensive moveset even after the updates and changes? That's my new concern.

both aren't defenders.
to call them defenders won't make them and is misleading.
both have double weaknesses which makes them easy prey to any attacker.
they are placed in gyms because of their high max cp, not because of any defending abillities.

currently there is only one real defender.
and only against single-player attacks.
and she is wearing a ridiculous skirt.

That's why I put the text in parentesis, in terms of "defending" there are better options, but until the gym placement mechanics are changed, high CP reigns supreme, and you SHOULD put high CP pokemon in gyms because that's what the game is telling you to do. I know people are gonna argue that "it's easy to take the gym down"... my answer is... every gym can be easily taken down by a determined attacker, the best defense for the gym is being in a secluded area where not many people will attack it... the best defense for a player in particular is putting their pokemon as high as posible.

The sad truth.

That's exactly why I said I need high cp defenders haha. I also know that they're just put in because of high cp. Same with gyrados, high cp and is high in gyms but double weak to electric.
Right now the gym meta is the higher the cp the better chance it has at staying at a gym.
Btw
I already have my ridiculous skirt wearing defender sitting nicely at 2808 in the middle of a gym and am working on a second one
But since I need a high cp defender I'll power this dragonite up
