Why isn't Pokemon Go stopping cheaters?
I go to a gym take it down and I am gone within minutes, replaced by same 3 Trainers, exact same pokemon that were there before and there is no one else around. These trainers are on maybe 20 Gyms and its possible they have never left their house. I have visited every pokestop, caught every pokemon and earned every XP point ( level 33) with my phone in my hand, why should I bother, when I could cheat an be Level 37+ without doing anything.

There is 3 type of cheater in fact :
boter or 3 rd party user not really smart easy to detect banned quickly but keep comming back since they don't have anything to do and can sell theyr account after for few buck.
Gps spoofer and that where the 2 other type are first we have the collectioner he use spoofing to have like all pkm at 666 cp for example ( a friend try that buth without spoofing full laught evry time a evo fail) those guys i don't mind cause usually they just do theyr buisness on theyr corner not bothering anyone.
The last type of spoofer is the one you face that guy use spoofing to xp, have better pokemon, and at least 10 gym evryday problem is gps spoofer are way harder than botter to ban cause to detect them you have to look at GPS coordinate and that can lay an issus in some country in term of privacy... + we are talking about tons of GPS coordinate send by tons of player all day long.
I guess it's impossible for them to look at evryone but theyr is a way out and that report, a guy recently post about it on thesilphroad reddit.
He as report player who have post on facebook publicly that they spoof + taking screenshot with joystic still one (dumb choice), and they have be ban recently so do not lose hope
...because the whole exercise would be completely pointless - you would not accomplish anything but being a fraud. Cheaters are a pain, but they are above all people striving for something they can never reach with the very methods they use. Rather pathetic really - don't let them get into your head
This was my thought often too.
Maybe they started playing outside, got addicted, wanted to play during cold weather and rain too, started to spoof and stay there, as it is more comfortable to remain on the chair than to go out?
It is not needed to understand motivation of each spoofer. As they disturb game experience of real players, they have to be banned - as soon as they start to interact with other players, to battle in gyms.
I have a spoofer here in Cambridge who controls over a hundred gyms with over 50 accounts. It took me ages to pin down most of his accounts and it is a real pain. From what I can tell he does not even have a very high level account so my conclusion is he must be selling them.
I have often thought about why cheats are not pinned down and banned but maybe the player base is so small now that niantic dont mind the cheats as it keeps the gyms moving.
It would be nice if there were no cheats though. I drive a lot and very rarely I come across a town where boters and spoofers have not infested it! The gyms are all mixed up and lower level trainers get a chance it's always so obvious. Also the chance of actually meeting other trainers is much higher since in my town when a gym is attacked the chance of meeting another player is very low! It's sad that such a great game is spoilt.

I simply attack a gym! Often especially if it is one of the spoofers favorite gyms he will defend it but of course he is not at the location. When I eventually knock it down he will Imediatly try to retake it and I make a note of the account. Do not bother reporting it as nothing is done but at least I know which accounts are one of his. At first I tried this on gyms where it is impossible not to see if another trainer is around to be sure but with so many accounts logged now I'm sure of the others too. As I said he has ruined the game by doing it with over a hundred gyms. Having the ability to fill a gym with so many accounts and also being able to teleport anywhere especially burbs where people might walk 30 mins to get to a gym is just to big an advantage to overcome. Like this he has si gle handedly beaten what I estimate to be hundreds or even over a thousand trainers!
