Horrible or great idea?
With just over a month before April first, the thought popped into my head that it would be great if they had an unannounced even on april first involving increased ditto spawns in addition to dittos having a high chance of spawning as rare pokemon.
Also, just to add a part "B" to the question, would it be funnier to have them spawn as legendaries so most people will be fooled once or twice and more or less figure out what is going on, or to have them spawn as more common rares to frustrate us all day long?

Yeah, if they do this stupid thing that means they have spare time, and with the current state of the game it would be a very bad joke they found the time to release this kind of event and not to develop new content that is really needed like pvp, trading and legendary events.
That being said, being Niantic we talk about, expect some useless thing for April like the incoming Pikachu party hat (again lol)
I think the idea isn't horrible or great, rather irrelevant. One thing we learn is that Niantic is hard to predict when it comes to events. When they happen, possibly, but what happens in an event? Total wildcard.
As a side note, increased ditto spawns wouldn't be so much of an April Fools joke as much as it would simply infuriate a lot of players.
As for par B of you question, even worse. That's like giving someone a fake winning lottery ticket. We did that at my place of work once. The girl was in tears she was so happy. Her hands were shaking. All her problems were solved. Someone had to stop her from running out of the building (she of course quit that moment). When someone finally told her it was worse than the joke.
So - catching a Legendary only to find out it's a useless piece of crap wouldn't be funny at all, it would probably be the biggest mistake out there.
Better would be to actually have dittos (not disguised) spawn. Then it would turn into something else after you caught it. Harmless, people know they're gambling when they devote time/balls into catching it, and can avoid it altogether if they want.
Better still - double XP, double candy, - you know, something useful.
I like the idea of the fake legendaries that turn into ditto. I can't imagine anyone seriously getting upset if an Articuno suddenly spawns, and they spend 5 Raspberries and Ultra Balls catching it, and then it turns into an April Fool's Ditto. If it happened to me, I'd congratulate them on an awesome prank.
