Am I right to consider this one of the best new Dragonite move sets? Is it better for offense or defense?

Highest theoretical DPS for offense, and it's the best defensive moveset.

I still prefer DB-DC legacy for attacking, slightly less DPS but you can dodge more effectively than with Dragon Tail. But in a flat out DPS race, DT-Outrage is the best for both attack and defense.

It's definitely #1 for defense, and arguably 1 or 1A for attacking. The only downfall is in dodging situations where you will be able to fit in an extra Dragon Breath and DB > DT.

If you're just doing straight up DPS, then DT-Outrage is the way to go, yielding higher EPS and DPS in a cycle; however, if you like to dodge everything, then DB-DC will come out ahead in the simulations.
