Are you joking? He is the best steel attacker, obviously you get the only steel MS he can get - Bullet Punch/Iron Head. I would rank Fury Cutter/X-Scissor second, but if you want a bug attacker go for Pinsir

Are you joking? A fellow forum member pointed out how fun it was using Scissor with Fury Cutter and with 15 EPS I can see why. Paired with X-Scissor and taking into account it's resistances, it's gonna be an animal.

Steel is a terrible attack type. Always has been. SE against rock/ice/fairy. None of those types have a single good gym defender.
Typing wise bug moves are superior.
Fury cutter has fastest attack speed, also highest energy gain. Imo it is the best quick move in the game atm.

Bullet punch is not bad. If you prefer steel moves for some reason, or like slower quick moves, it might be better for you.

if you get both bug type moves it is a good counter against psychic type Pokémon like espeon. Tested it out tonight with my 1569cp scizor against a 2000+ espeon

I haven't gotten any metal coats to evolve my Scythers yet, so haven't been able to test. On paper though, I'd say you want either Fury Cutter/X-Scissor or Bullet Punch/Iron Head. Any mixed type moveset will be a lot less useful.

With the bug moveset, it will be the best bug for taking on psychic types because steel resists psychic.
