Quick Gyarados Power Up Question
Alright, I have two Gyarados in my possession currently, and I'm about five candy from evolving a 167 cp Magikarp into a third one. Out of the two, the higher cp one also has a perfect move-set, so I'm just gonna use it for comparison. However, I'm confused as to which direction I should take with the other one. The two Gyarados are as follows:
1) 1641 cp, bite/twister, 125 hp.
2) 2109 cp, bite/hydro pump, 140 hp.
I'm usually pretty good on deciphering this shit for myself, but I'm just too indecisive to tackle this on my own. Any feedback will be appreciated, and if it helps, I currently have 115k stardust.

Lol that's what I'm indecisive about though. I like to have my gym defenders with at least 2000cp and it's at 1641cp with the worst possible move-set.. so as nice as it is to have multiple Gyarados, I don't see the worth in powering it up, but neither do I have the heart atm to just transfer it. Idk, I guess I'll wait and see how my third Gyarados turns out. I know it's gonna be at least 1800-2000cp, so hopefully the move-set works out.
Generally speaking, don't waste stardust on a pokemon with a moveset that you don't like.
Twister is Gyarados' worst move, but it is still 86% damage for gym defender. There are much more disappointing evolutions. (Like my poor 91%IV Poliwrath with Mudshot and Ice Punch.) If the Gyarados has exceptional IVs, it might still be okay to power up. Of course, powering up does use candy that you would otherwise be using to evolve your next Magikarp.
Never use dust on a gyarados!
He is a terrible defender. Quite good attacker but not having same type attacks for both attacks hurts. Golduck, Vaporeon, Blastoise, Starmie are better water attacker. Only usefull moveset is bite/dragonpulse : decent Dragonite killer when attacking with dragonpulse but that's it.
Wait to catch 200CP+ Magikarp to get one ready to use Gyarados for when you have nothing better to use.
