Half CP gain from power up

I know that after level 30 you only gain half CP from power up but is it trainer level or pokemon's level ?
since max level of pokemon is trainer level+1.5 so when exactly this limitation applies ?
powering up pokemon form level 30 to 30.5?
or from level 31.5 to 32 ?

Powering a pokemon from 30 to 30.5 and going forward will have roughly half cp gain as before

Would that mean it's better to evolve something before level 30 and max it in one sit(provided it's worth investment) and get it really strong prior or does the mechanic cap it at level 30.5 regardless?

Level 30.5 of a Pokemon, not a trainer my friend. Correct me if I misunderstood your answer.

The cap is there regardless once a Pokemon hits level 30.5, which is possible to experience yourself once a trainer becomes level 29.

E.g., a Vaporeon only gains roughly 20 CP each power up after level 30. For this reason trainers often stop leveling those pokemon. Not surprisingly, Vaporeons in my local gyms are never higher than +/-2400 CP (IV depended) which can be explained accordingly.
