After some calculations, I arrived at the summary table below:

So DB/DC-DP is now unobtainable.

The best DPS for a dragonite now is SW/Outrage, thanks for your quick research :D

Niantic HQ is pretty much hating the ones who stack up candies for a good moveset dragonites by shoving a big black blissey up their ass right now

I wouldn't say SW/Out is the best because if you are fighting a Dragon type, DT/Out would be better. Nevertheless, this combination yields the highest circle DPS on paper.

I have corrected my previous statement, what i meant was DPS.
But still for a dragon type move that already have stab bonus still be beaten by a narrow margin is a big pill to swallow m8.

Mate how did you come to the conclusion that DB/DP is stronger than DB/Outrage?

I 'thought' it was pretty clear that DB/Outrage will out DPS DB/DP. x)

I've just corrected it. I missed a step in my calculation. You are right, DB/Outrage is stronger (actually the strongest)

Plz explain to me why hurrricane and dragon tail is not the best moveset? Seeing as both those moves are the highest dps listed on the Silph road. Plz I need to know I'm confused

I just evolved a 98% Dratini (15/15/14) with 660 CP and ended up with a Dragonite with Steel Wing/Outrage the other day. I was kind of hoping for Dragon Tail but Outrage was what I wanted more than anything and ultimately I got my wish there. But after reading up on this as well as what others have said about the moveset, I'm actually feeling really lucky right now, maybe this was a blessing in disguise. I'm starting to feel like moveset ranking sources are overrated but your calculations seem accurate, thank you for taking the time to make those calculations and post them!
