Should I power up this Lapras?

I have one with a great move set (Frost Breath & Ice Beam) and it has great attack and defense IVs (15 and 13) but terrible HP (2). Should I even bother with it or keep waiting for something better?

Questions:
- What level are you?
- What level (i.e., CP) is the Lapras?
- How many Lapras candies do you have?

Even without knowing the answers to those questions, I would probably advise you to power up your Lapras. For one thing, moveset is much more important than IVs, and this moveset will make for both a great attacker and defender. Furthermore, IVs really don't matter all that much, especially for high CP pokemon like Lapras (and stamina is furthermore the least important IV for Lapras because of Lapras's huge base stamina).

I'm level 22. CP is 1406. I have 14 Lapras candies. I've never got one in an egg yet and I rarely see Lapras' in my area. The ones I have caught have been pretty low CP so far, except for this one.

Hmmm, if you're only level 22 and you've actually caught Laprases before in your area, then I might advise you to hold off; this Lapras will take a lot of work to get to level 30 (assuming you want to take it that far). Considering Lapras candies are fairly rare, I might wait until you were level 28-30 and caught a high CP Lapras out in the wild.

That said, if you go ahead and power up this Lapras you won't regret it. I caught a 60% IV Dragonite with middling CP back when I was level 22 (I'm 30 now), and I've been slowly powering it up with a mix of candies from walking + the occasional Dratini in a 10K egg. My Dragonite has been so helpful in capturing gyms that I don't mind the amount of effort I've put into him.

I second what Lanair said. If you think you'll be catching Lapras weekly, I might hold off. Otherwise, I would power him up (assuming he's already a decent level). Lapras is one of the few pokes that have gym calibar max CPs (although yours is more optimally an attacker). IV's are mostly important for defenders, in my opinion, because every CP could help you be above the next better defender and stay in the gym longer.

My guess? If it's a decent CP for your level, level it up!

Definitely don't catch Lapras' weekly. Been playing since July and have only caught 4 - never hatched one from an egg yet.

Your HP is not terrible. Even at 2. 0 is not even terrible.Base stats are vital. Lapras is good hp wise, IVs are close to meaningless, they are mostly there to make sure everyones Pokemon has slightly different cp. It will make almost no difference in a battle.

If you do plan to build this I recommend you dont power up until you have enuff candies to use it. If it was my pokemon I would probably get a 100% IV Lapras with the exact same moveset as soon as I was powered it up to 1900 cp.

I have a similar IV and CP Lapras which I am also holding out on powering up (1471CP, 55%IV and 15/9/1). Save up on Lapras candies until you have enough candies to power it up to lvl 30. If you still haven't caught a better Lapras by that time, it might be your best bet after all :)

I wouldn't worry too much about low stamina. Your Lapras will have 10HP less than a flawless Lapras at lvl 30. That's 5% less, which probably isn't gonna make a huge impact anyway.

GO AHEAD POWER IT UP!!! Lapras is very rare and hard to find! your lucky to hatch 1 lapras if you have about 20 to 50 pcs of 10km eggs and if you happen to find a Lapras in the wild? You will be lucky either if it wont run and even luckier if it does have a decent CP like at abount 1500 CP and above. Your CP at 1406 isn't bad at all. IV's??? could be essential at 75-80% and above if that is a "High Tier Pokémon" you might encounter daily such as Poliwrath, Slowbro, Exeggutor, Arcanine etc... where you can evolve and power up one. BUT!!! for Lapras, Snorlax, Dragonite??? Don't be so Picky!! These 3 top pokemon has Excellent BASE STATS even stronger than those pokemons that has 100% IV's!! and they almost have NO bad moveset!!! Haha what you have is a true Blessing dude!! IV's don't matter that much. Speaking about my 2299CP 46% Lapras that can take down a 3000CP Dragonite (sounds COOL right?). RARITY=YES, MOVESET=YES, IV's=YES if common (about 75-80% and above but don't dream of 100% since it nearly impossible) and NO to IV's if its a rare pokemon. This is how it goes for offense... LOW IV at 1500 CP can always take down 2000 CP that is if you dodge well, if you have good timing, element advantage, and ranked A/B moveset. For defense... High CP w/ ranked A/B moveset does well (though lower IV's does not get its max CP but eg Lapras Max CP is about 2900++. A 40% Lapras would have a Max CP of 2800++ and the higher CP one reaches 2900++ (its not much of a difference. 10K stardust per power to max out is way to heavy so I prefer to have 2-3 2500 CP pokemon than having 1 2900CP.
