Will CPs be the same?

If I have to Bulbasaurs with 0% IVs (just base stats) but one is CP 200 and the other is CP 100, if I power them both up to the max on their CP curve, will they be the same CP in the end?

I ask this because I have multiple instances of 2 of the same pokemon where the one lower in CP has much better IVs than the higher CP one.

You cant have 0% or just base stats. Each has a hidden stats known as IV's that determine their CP growth and max potential.

and the max for each is 15/15/15 being absolute perfect 100%

No matter how much you power up a favourite Pokemon, its base attack, defence and stamina will remain identical across the entire species, making it a pretty significant factor when you’re considering who to catch and use in your gym-battling team.

So you're saying that if I find two bulbasaurs in the wild, the ONLY reason they will have different CPs is because of IVs? (Meaning that I could not find a 100 and 200 bulbasaur that have the same IVs). It was my understanding that two bulbasaurs could have the same IVs (say both have 7-7-7) but have different CP because of the "level" they are when I caught them, thus adjusting their base atk def sta before IVs are even added.

All pokemon of the same level (levels being "invisible" but in varying degrees discernible) have the same "CPM" or "CP multiplier". At level 1 the CPM is 9.4%, at level 40 it is 79.03%. A pokemon's attack/defense/HP stat is its base amount for that stat (common to the species) plus its IV (individual to it), and then this sum multiplied by its CPM (common to the level).

So yes, a level 3 Bulbasaur with 7/7/7 IV's will have the same stats as one with the same IV's but currently level 4 if you level up the first one twice (2 half-levels).

Cipher8 in fact misunderstood what you were saying and somewhat muddied the waters: you indeed can have three IV's of 0, and so have a pokemon with "just base stats".

CP aggregates a pokemon stats, which are its attack/defense/HP's base amount plus its IV value for that stat, this sum than being multiplied by the "Combat Power multiplier, a sub-1 number uniform to all pokemon of the same level (which at level 40 is a little more than .79).

IV's in fact determine the range of a pokemon's CP within a level. The common factor determining a pokemon's CP are its base stats and its level. If you raise the level of a pokemon with better IV's to the level of another pokemon of the same species, the one with better IV's will then have a higher CP.

Cue my common spiels, CP is an aggregate number, not straightforwardly important, blah blah blah.
