Alakazam isn't better, plus this game scales down coverage so 2 Psychic moves isn't all that redundant.
It's a very good Exeggutor. If a pokemon in go must have a lower IV, it's preferable to have it be in the HP stat. At max level though, it will have 6.4 less HP than a perfect IV Exeggutor (CPM scaling that amount down from 8).
Assuming an Alakazam and an Exeggutor with the same Attack IV, then, yeah, Alakazam has 1.5x Exeggutor's weighted DPS (taking both pokemon's attack stat into account) on a comparison of fast/optimal moves. But "DPS" is damage per second, and Exeggutor has more seconds in battle. Since you believe dodging performance can just occur in a vacuum, if you can dodge with Alakazam perfectly you can dodge with Exeggutor perfectly for 1.5x times longer. Really then, all you would need is a pokemon with sufficient damage to take the opponent down within a time limit.
To consider how much longer Exeggutor can last in battle, take a look at its stats. Every one is higher than Alakazam's. Even assuming there's a fixed amount of damage done by each move no matter how weak the attack, then by reason of its HP alone Exeggutor has ~66% longer time in battle assuming the same type-effectiveness of moves (and this does not take into account its higher defense).
As I iterate all the time, "damage per second" is (of course) a rate of damage, but the time at which you're applying the rate matters.

In this case, since we're comparing the totalities of two different pokemon (i.e., "better" or "not better", because you said "better"--I having never said that one or the other was or was not the better attacker, only having said that Alakazam is not "better"), we have Alakazam (1.5, 1, 1, 1, 1, 1, 1, ...) and Exeggutor (1, 1.66, 1.25., .8, .8, 1.25, 1.25, ...), where the values in this case are (DPS, SiB, Grass STAB, Fire weakness, Poison weakness, Grass resistance, Water resistance, etc.).
It's simply impossible to say that Alakazam is so clearly all-around better, when it only clearly exceeds Exeggutor in DPS and not any other combination of common factors (like longevity or type). Though where it does exceed it does so by a great margin, it is not by a margin that removes it from competition or comparison as Exeggutor's longevity is more than competitively and comparably large.
