Arcanine worth powering up?

My arcanine has IV: 15/14/15 1700cp but has moves: bite/flamethrower. Should i power him up or hope for a better moveset at another.?

Wait for a better one. You want Fire Fang / Fire Blast against Lapras.

Save your candys! "Bite / Flamethrower" is a bad moveset even for gyms, it's just not worth it.

Look for another. If you want a good Fire type 'mon you will want an Arcanine with fire moves. Either FireFang/FireBlast or FireFant/Flamethrower are fine.

Btw, if you just want to counter Lapras, then you can also look for a good Grass 'mon with good movesets.

Either Victreebel, Venusaur and even Vileplum with their best movesets will do better against a Lapras than Arcanine.

I wouldn't counter a lapras with grass, since grass is weak to ice attacks. My preference for a lapras counter is lightning, since lightning is strong against lapras, but isn't weak to any of lapras' attacks. Kabutops with stone edge would also be a great counter. I don't have one of those.

I'm sorry but that's incorrect, a Arcanine with "Fire Fang / Fireblast" it's Lapras best counter, no doubts about this; I wouldn't invest in a Arcanine even if it comes with "Fire Fang / Flamethrower".
