Defensive Lapras optimal moveset

Hi everyone, so I have a Lapras with ice shard and blizzard, and I'm wondering if it's worthy powering up or should I wait for and ice shard/ice beam? What's the difference of these two in terms of defending? And why are they both listed as 'A'? Could someone explain for me the pros and cons for each please? Thank you!

I haven't had the luck of finding a Lapras, as a defensive move, I have much more trouble against blizzard than Ice beam. The reason why Ice beam is listed above blizzard is the fact that the AI can use it more often, but blizzard being so hard to dodge is a real plus, even if in a vacuum has lower dps.

Blizzard is actually extremely easy to dodge compared to moves that you have to dodge in very early stage of the animation.

cant find any reason not to power up, it can do well in attacking gyms too btw

It's extremely good Pokémon with extremely good moveset. Chances are you will never find anything better anyway. Power it up for sure.
