Vaporeon for Attack?
I have a two poorly IV'ed Snorlax...so I've been powering up Vaporeons until something better comes along. Maxed two 98% and a 93%. I'm in the process of maxing another 93%. I have another 84.4% and an 82.2% waiting in the wings. All grade A movesets. I find them tanky and effective. However, I see alot of Vape hate and am questioning my plan to power all these bad boys up? Should I be powering lesser tiered mons instead?

Vaporeon is great but one is enough for attack, you can take down 3-4 Fire mons or Rhydon/Golem with one. Dont power up more than one with hydropump.
There is a better choice for every other defender. If you dont have a good dragonite, arcanine, alakazam yet just use high cp wild catches to attack without powering them up. And wait for the attack beasts.

Snorlax/Chansey : Dragonite, Rhydon, Alakazam, (Snorlax and Vaporeon if nothing else)
Gyarados : Jolteon
Rhydon, Golem, Fire mons : Vaporeon
Vaporeon : Dragonite, Venusaur, Exeggutor, Jolteon
Lapras : Arcanine, Jolteon, Flareon, (Snorlax)

What you say is wrong
Dragonite will kill a Lapras if dodging but with no HP left. There are better use for Dragonite that can kill several mons. But yeah if you have 6 DB Dragonite it's fine but Arcanine performs better : more damage before being killed or more HP left when Lapras is dead. Alakazam can be used but you need to dodge every single attack with no room for failed dodge.
Rhydon and Vaporeon performs the same vs Snorlax. But Rhydon will do the job a little quicker. But I agree that Rhydon is not worth dust.
What's with "There are better use for Dragonite that can kill several mons"? All the analysis is based on just one defender.
Besides, all must be under the same attack strategy - either not dodge, dodge specials, or dodge all. Alakazam WILL have enough stamina with proper dodging.
I'm confident to draw my conclusions because I just conducted a series of heavy tests on countering Lapras today. If only I had screen-recorded them.

I have three maxed out Vapes as defenders. I use them in high CP gyms where the most of the mons are within 100 cps. Because of candy availability, I am powering up high IV Vapes and a 98% Jolt and even a gyrados with twister. He is proving to be a good gym defender.
I think it all depends on your goals/strategy and what you have to work with. I have no dragonite or lapras. My snorlax is in a gym. So I leverage my Vapes.
Here's my take. I really like Vaporean as an attacker, and I like aqua tail. Besides being a go to attacker against fire and ground/rock, vaporean is a great choice against Snorlax. With aqua tail, even if you go against a Zen/Body Slam Snorlax, you can dodge pretty much everything easily, sneaking in three water guns, and timing your aqua tails after body slams. Trying to keep track of when he might go back to back slam, you might get hit with one zen here and there, which is no big deal given vapes HP. The same maxed aqua tail vape is a respectable defender so you can use it either way.
A question would be, why stop at having only one? Attacking gyms, there are definitely defender orders that call for two or three vapes, and as they make decent defenders with reasonable max CP, you can use them there as well. Wish I had as nice IV's as you - I would have more.
This is my personal thoughts, one or two vapes on offense are more than enough, after them power up the ones you really enjoy and use, on offense for me is all about fun and type advantage.
For example I have a maxed Raichu and Blastoise, I love starters and also use very often Venusaur and Charizard, I know that Jolteon, Arcanine and Vaporeon are more "efficient/stronger" choices, but I power up the mons I want and like (of course with the best moveset and 85%+IV), on defense there is maybe less of a choice, if you want good gym placement, but on offense is where you can use what you really like, so my advice is to do it, this has helped me keep enjoying the game, trying to use different mons on each gym battle I take.
The only thing that I "loose" is time, and not a lot, maybe I need 10 more secs to kill a mon, because when healing mons afterwards the low cp ones take less "high grade potions" as they have less hp, this bring me balance, saving high potions for vapes, dragonite, snorlax, etc and using the super and regular ones for raichu, alakazam, venusaur, etc.
