What are the best Lapras counters?

I seldomly encounter them, but I notice they pack a punch when I do. What defeats Lapras the fastest and most efficiently? Magneton?

Fire ? types attack into it with relative ease (neutral hits on Lapras, not very effective hits on the attacker)

Kabutops (stone edge) and legacy omastar's (rock throw + rock slide)

Arcanine is the premier Lapras counter

What's your views on Magneton? I don't have one with spark yet, but my high IV one has Thundershock/ Discharge. Should I save it as a prestiger or power it up?

Magneton is okay, but he's hampered by much lower base stats, and lack of a decent charge move available to him. Flash Cannon is terrible, especially compared to Flamethrower, Fire Blast, even Heat Wave Flareon.

arcanine is the best counter, I find most electric types hp is too low.

Since the nerf, arcanine's sole purpose of existence is to counter Lapras. And it's rare to see Lapras in gyms. And grass mons are getting rarer in gyms due to low CP. Maybe you'll see an Exeggutor at the bottom of a gym.
