What is the rarest Pokemon in the game statistically? (Besides all legendaries and ditto)

Silph Road isn't totally accurate b/c people disproportionately report rarer Pokemon. Nobody likes reporting that they found a Rattata, but everyone's proud of finding an Omastar.
However, Omastar/Kabutops are definitely very high up on the list, probably tied with Muk. Anecdotally, I've actually encountered more of both Omanyte and Kabuto than I have Grimer.
Believe it or not, out of the unevolved 'Mons, Lickitung is what I've encountered the least in the wild. I've even seen more Chansey and Lapras
This is regional. I live in a water dominant region and Omanyte isn't that uncommon. I have seen 98 of them and caught 88. Omaster is my favorite creature and I have 10 of them. I use them everyday. I caught a couple in the wild and evolved the others.
I have only encountered Lapras 3 times, while Lickitung I see all the time and pretty much ignore unless it spawns where I am as I caught 9 of them already.
I agree with Grimer. I still don't have a Muk, and have only encountered 15 Grimers. For a creature that can be evolved it is really rare.
Porygon I have only seen 2 times, one got away.
I have only ever seen Aerodactly once.
