In this game it seems like the pokemons moves matter much more than IV's do, so as long as you don't use a pokemon with like the worst IV's possible it shouldn't be a problem given they have your desired moveset. However the difference between a level 40 dragonite with 0 IV's and one with max IV's is 500 cp or 3k vs 3.5k cp (so yeah more IV's=higher cp & hp cap). Personally I consider it a waste of stardust to level anything with below 90% perfect IV's but thats more me being a perfectionist than feeling like the extra cp is necessary for taking a gym.

No, moves aside IV's are the only thing that matter. If your starter had perfect IV's and you got it to level 20 and evolved it to a charizard it would have the same exact stats as a level 20 charizard with perfect IV's that you could just catch. Only difference is you would've spent a ton of stardust leveling the starter.
Each stat has its own IV "rating" or whatever you want to call it, and that just means that the lower cp evee has a much higer hp IV rating than the higher cp evee but probably has really low attack and defence IV ratings while the higher cp evee likely has really good defence and attack IV ratings. An extreem example would be a pokemon having 15 attack and defence IV's and zero hp IV's, While another of the same species has zero attack and defence IV's but has 15 hp IV's. The first would have 30 IV's total and the second only 15 IV's total thus lower cp but higher hp since it has more hp IV's than the first.
In this game CP is an aggregator of a pokemon's three stats. Yes, higher IV's will raise a pokemon's CP, but that's only because CP is a "fictional" statistic summarizing the real stats and very probably not a determining factor in the course of a battle.
The first Magikarp (and/or Gyarados) if they both were fully leveled (and either both fully evolved or neither were evolved) would have ~6 less attack, defense, and HP than the other. Its CP would be lower too, but, as I state in almost every comment, CP is an aggregator (we don't yet know the move damage formula, but I'd be very surprised if it looked at a pokemon's CP as a variable instead of its invisible attack and defense stats).
In the main games IV's very definitely matter, as the game is turn-based and 1 speed IV could determine who goes first.
In this game they probably mostly matter in the contexts of gyms, as CP can determine roster order.
