Lapras for Ultra League

Many months ago, I've got a Lapras in a trade. It has horrible IV's (36% 3/6/7). It has Water gun and Ice Beam. It could be Ultra league material? It's max CP it's going to be 2372.

I think it's not worth stardust. Personally I don't use pokemon with maxCP lower than 2500 in Ultra league. I know that some pokemons like Blastoise do quite well even it cannot reach 2500, but the stardust it consumes... Good Lapras has maxCP>2500, but...
And also, Surf is better than Ice beam, and legacy Ice Shard is better than Water gun for type coverage in my opinion.

Keep on mind though, Lapras max CP (100%) it's 2641. I think Surf + Ice Beam could have nice coverage, but I'm not taking the decision to power her up yet.
Edit: Ice Beam is legacy too.

I hear that having both ice beam and surf is key to a good Lapras in Ultra. Havne't tried it myself.
I'm one of the folks who luckily had a perfect Squirtle to evolve into Blastoise with Hydro Cannon, which I also unlocked ice beam for, so he's pretty darn strong.

I use a legacy IS/IB in Ultra. It is a good mon, especially against Giratina. I do not have enough candy to add a 2nd charge move but I have seen that adding surf makes it very good. Needless to say I do not know how WG variants work, but double Ice is good.
