Blastoise question
I caught Blastoise with 906 CP, 89IV and best moves water gun/hydro pump. Is there sense to Power up this Blastoise. I've got 150 candy (i live in really small village with one pokestop and even with the event is hard to find squirtle). If I evolve squirtle I cant be sure that I get best moves (with my luck it's impossible) so what do you think is better to use many stardust for Blastoise with best moves or evolve another squirtle but with higher lvl

Blastoise has one real advantage: It looks pretty cool.
If you want a Blastoise with WG / HP, power up the one you already have, as the chance to get this moveset again is always 1 out of 6, and each try will cost 125 Candy - far more than the cost to bring yours to level 30 (stardust ignored)
Squirtle is also quite rare for me normally (apart from during this event). The first Squirtle I fully evolved got WG/HP and was 93%IV, so I powered him up instead of saving up candy again and getting a bad move set. However, I don't often power up my Pokemon have a lot of stardust. Like others have said, Vaporeon is better so it really depends how much you like Blastoise.
I have a 100% IV Blastoise with the same moveset. I pumped him up to level 31. I never ever use him. I love the way this mon looks, I wish he was somewhat useful, but he isn't. Vaperon, which is about as common as the dirt you walk upon, is vastly superior.
That being said, the game is for fun. Power him up if you want. Waiting to catch a better squirtle and hoping for the same moveset is a huge gamble at best, and a waste of time at worst.
At the end of the day it depends on how much you like the mon and how competitive you want to be at gyms. If you're serious about gyms, don't waste resources on your Blastoise. it's never going to be worth it at any IV (even 100%), but if your like me and like to have some fun too, power him up. He isn't the best use of dust, but I've see worse ways to spend dust.
Most of these questions (should I power up X mon) are best answered by your own assessment. Blastoise is an inferior mon trumped by one of the most common mons in the game. But...he sure looks badass. And it's fun sticking him in a gym even if it's a concession.
Of course Blastoise isnt ad good as vaporeon (which is sad cause i think that pokemon which is rare and you need many candys for it should be better than vaporeon when eevee is really common) but i want to get at least one Blastoise, one Charizard and one Venusaur with good CP and good IV just because I have attachment to these pokemons. I've got small army of Vaporeon do I dont need Blastoise for gym defending. I asked this question to know is it better to Power up this or get another but probalby with other moveset. Do not power him up. After this event I evolved a 98 iv Blastoise with WG/HP and I will not be powering it up because it’s just a shitty Vaporeon. I also evolved a 91 iv Bite/Ice Beam Blastoise which I will be powering up as a backup Dragonite killer. IMO the only useful moveset is Bite/Ice Beam because it kills Dragonites (Blastoise also resists Dragonite) and at least if you’re attacking/being attacked by an Eggy you can get super effective on Bite and Ice Beam. I have been seeing a lot of questions about powering up starters around here and the fact is we all WANT them to be good, but in reality they are never worth the dust unless it’s a VW/Solar Beam Venusaur. I can just go to a park for a few hours and get a better Eggman, Vaporeon, or Arcanine (who still isn’t top 2 tier) or I can grind 125 candies for the nostalgia of one of my faves from Red Version.
You have plenty of stardust, so if you like Blastoise and want to have fun with it (read: not just use Vaporeon as a Water type attacker) he's definitely worthy of being powered up. There's no point in evolving another one as this is pretty much as good as you can get, moveset and IV wise.
If I was you I'd max this beast out, because let's face it, attacking with Vape is so boring by now. And, although I see many people complaining about the fact that he's inferior in stats, the reality of the facts is that he will do the job as well, maybe just a bit slower. If you prefer, you can also bring him to 1100-1200 CP and use as a prestiger.
