Choosing pokemon with different skills for evolving

Assuming two type of pokemons with same no of CP and HP, same power up stardust level and we do know about the highest level of evolved pokemon with the desired type of set of quick and charged moves for attacking, can we manage to obtain the highest level of evolved pokemon with desired type of move set by selecting the quick and charge move of the two base pokemons? If yes, how can we do it?

If I understand your question correctly. move sets are random when you evolve your pokemon.

if the move sets of the highest level of pokemon is random, is it doesn't matter what is the move set of the base pokemon, whether they are single type or dual type, but just care about the IV calculation ?

I believe most people would tell you the iv doesn't matter as much as having the best attacks possable for your pokemon. Personally I try for best attacks and high iv. Guess it really depends on how often the spawn near where you live. But yes the attacks will always be random from start to finish on your pokemon as will their iv

  1. You can't know which attacks a pokemon will have when he evolves, even if it's the same pokemon (Caugh by 2 players of the same level at the same time on the same spot), it will get random moves when it evolves.
  2. The best advice I can give you is... select only the best (82% IV's and up), and transfer the rest, evolve the ones you selected, and see which moves they get, then keep only the ones with the better movesets to power up.

This applies only if you are level 20+, before that, you should probably focus only on leveling up to 20.
