It can be a frequent spawn area but there are no Dratini nests on the entire world since a lot of time ago, there were at launch but Niantic removed them fast because of hackers.
Anyway I don't think that anyone has 4000+ Dratini candies without hacking, because they would have used them to get a lot of Dragonites and level them up, if you see someone with 4000+ Dratini candies probably they already have an army of Dragonites, which means they probably have get the double or more of them (8k candies) and they have a very high probability of being hackers.
Note that there are some level 40 players that still don't have dragon medal, which is to catch 200 dragon types (200 x 4 = 800 dratini candies, 1600 even taking profit of the double halloween event)
I support that! In my coastal town we have decently frequent dratini spawns but still it is very few that has got the medal. We are 3 people at lvl 36/37 and only 2 have barely gotten the medal. I (lvl 37) am only 2/3 into it. 4000+ excess dratini candies is an incredible lot! Despite being the second most common catch I made, I have so far only produced a grand total of 5000 caught magicarp candies.
There is at least one Dratini nest in Bangkok that spawn at least 4-5 Dratini every hour since the beginning of the game and still does today. Trainers in the area have dozens of Dragonites and thousands of candies to spare without cheating. I went there once and caught 8 in less than 2 hours. It is possible.
I heard that during the double candy event the place was very crowded. Had I not been sick, I would be there everyday throughout the event as well.
I used to have quite a few frequent Dratini spawn points very close to my house, have 4 maxed-out Dragonites and another one at 3000+ CP. I have that dragon medal months ago. All this without cheating, just grab the phone and walk to those spots every time Dratini pops up on the Sighting and they were always there.
Since they changed from Sighting to Nearby, they are not shown anymore because those spawns are not close to any Pokestops.
So to have 4000+ Dratini candies is definitely possible without cheating.
I can imagine only few reasons to hoard candy:
* waiting for a high iv-pkm to evolve
* waiting for an event that supports evolutions
* waiting for gen2 (Zubat, horsea, eevee, porygon, scyther)
So i mainly hoard candy for gen2-evolutions, the others are almost always used in lucky-egg-evolution-sessions.
