He is a Mewtwo and thus always will be great, and he is lucky, saving you tons of stardust. Also, he is 96%, with 15 Def and 15 HP, missing only 2 measly points in his IV. ... Wait a minute, this is just a bragpost, yes!? In any case, just use the breakpoint calculator on this site: There is basically no situation in which a Mewtwo with Atk 13 deals lower damage then one with Atk 15.
investing in Mewtwo with 13 att, low on resources
Hi All,
I am a player who recently got back after 2+ years of stopping.
Due to my condition of just returning, I am very low on stardust and also rare candies (it was not in the game when I left in 2016).
Since I just got back, I missed most of the legendary hype and raids, most notably Mewtwo, knowing it is top tier.
After about 2 month of serious playing, I managed to gather 200+ rare candies and I am kind of always low on stardust as there are always more mons for me to raise to build my core team. I always hover around 200k before I end up using them up.
I managed to make a ultra friend with someone and he traded me a Mewtwo. It became lucky with 13 att 15 def and 15 hp. Do you think its worth dumping all my rare candies and current stardust to max it, understanding it only has 13 att iv?
(maybe I'm missing some breakpoints?)
or should I save up for future mons such as Dialga that could be just as strong?

I am genuinely asking as I am still re-learning stuff. I tried the calculator but not to the point on every single pokemon which is why I asked.
I keep hearing/reading that for legendaries, att iv is the most important and the other 2 dont matter much.
I do not know what to brag about if everyone around me have at least 20 mewtwos in their pokemon box.
I only have one and possibly the only one for a while until if they ever decide to release mewtwo again. I do not feel comfortable keep asking other people for their legendaries, no matter how close we are.
If many will consider this a bragpost and therefore offending someone I will be more than happy to delete the post and you may report me.

1) Your Mewtwo doesn't have 13 attack.
It has attack equal to (300+13)*CPM
13 Atk IV provides an attack stat that is 99.3% of a perfect 15 atk IV.
Mewtwo has high base attack, very flexible moveset choices, and is often ranked among the top attackers for most raids.
2) A lucky Mewtwo will cost half as much stardust to power up, but you do not need to max it all at once. Even just taking it up to level 30 will provide you with a strong attacker.
3) You didn't mention: Does it have legacy move Shadow Ball? If so, then all the more reason to dump extra resources into it. If not, you could ultimately aim for a move set like Psycho Cut/Thunderbolt+Ice Beam for a well rounded generalist.

Regarding legacy move, not just for Mewtwo, there will be no way to get them again in the future?
Like I am thinking to evolve my 90% charmander, but upon reading a lot, there seems to be no more way to get the best move blast burn for it anymore.

13/15 Atk IV isn't really an "only". Its base Attack is 99.365% of a 15IV's
Max it out and unlock a second charge move, it's just Mewtwo!
My lvl40 ShadowBall-FocusBlast Mewtwo is absurdly strong at sweeping gyms. Since you have no legacy moves, you could use Psychic for Machamp raids and IB or TB
Don't worry about the 13 atk IV, it'll rarely matter. Your Mewtwo is a great pokemon and well worth maxing eventually. But not necessarily right now.
Mewtwo isn't a crucial attacker at the moment with any of its movesets, but at level 30 it'll already have 80-90% of the power of a maxed one for a fraction of the price. That's what I would recommend.
I'd actually even consider buying it the second charge move before maxing it, especially if you're struggling to put teams together. Mewtwo can offer a wide variety of coverage with two moves and its stupidly high attack stat lets it get acceptable DPS even without STAB.

One of the reasons I'm conflicted is because some recommended me to raise groudon instead for the upcoming Dialga.
As for legendaries I currently only have a few groudons kyogre and palkias, from recent release, all with limited candies.
If I want to max the Mewtwo, I need to dump all my 200+ rare candies that I gathered in the past 2 months and save no more for the others. Bear in mind that I have never done a mewtwo raid so I have 0 candy.
I take the point that maybe raising to only 30 for now may be better
Personally, I wouldn't. I have a 96% 15 attack mewtwo ive had sitting in my storage since its month of raids and never thought there was a time I could need it.
Its the best psychic attacker, but theres not much need for that given the limited use psychic types get (almost exclusively machamp raids) and the other types that mewtwo's moves get are done much better by other pokemon, nonlegendaries in particular which are much cheaper in that they dont require rarecandies and can be found at high levels in the wild. Personally I'd save your rarecandies for something like rayquaza

As someone who favors high-IV with 15a taking priority, I can tell you there are very few circumstances where it makes a difference. Species > moveset > level > IV is what I've seen as a general ranking of importance and is something I can agree with. IV get scrutinized so much though because it's the one aspect of a given species that cannot be changed - you can always power up and TM something later but whatever IVs you get will be permanent unless they add a method of improving them, such as bottle caps.
I'll save you the technical jargon of breakpoints and say that the only difference betweena 13a and a 15a Mewtwo are two points of attack. Given its base attack of 300 those two missing points will go unnoticed. My strongest Mewtwo for the longest time was a 78% one with 11a. At level 35 it still hits like a truck. Yours being lucky makes it even more tempting to power up, with or without Shadow Ball. You said in an earlier comment that it doesn't; in that case I'd lean on teaching it Thunderbolt and Ice Beam.
At this exact moment though, I'd keep it on the back burner. It isn't needed for any given raid boss in the current rotation.
Mewtwo is a jack of all trades but a master of few.
Shadow Ball (which is legacy) and Psychic are the only charged moves that a hardcore player would consider, because most hardcore players have better alternatives to the other moves:
Focus Blast - Machamp (or Metagross if the target is Blissey)
Thunderbolt - Raikou, with Zapdos and Electivire tied for second
Ice Beam - Mamoswine, followed by Weavile
Flamethrower - Entei, Moltres and Blast Burn Charizard
As a returning player, you lack the better alternatives, so Mewtwo is very useful.
to be honest, I have yet to find a case where a 10/10/10 mewtwo couldn't hit the same breakpoints as a 15/15/15 mewtwo. It just requires a bit more candy/dust sometimes.
Your 13 atk one is excellent as is. If you're low on resources, don't power it up. Mewtwo is so strong that against many opponents it hits major breakpoints at like 25.
Your Mewtwo actually ranks pretty high on the ICE DPS charts with Ice Beam. If you didn't get a lot of Mamoswines, you could use it as an ice attacker to fill the role of a Mamoswine.
Rayquaza should come back soon, Kyogre and Groudon came back with shinies, it's only a matter of time now. Also, you could use this Mewtwo as an attacker for Latias as a last resort.
Also, Mewtwo is a freaking Mewtwo. It's always going to have some use. Not having Shadow Ball doesn't deem your Mewtwo not worth investing. If you can, you could buy a 2nd charge move and hope for either Psychic or Thunderbolt. Psychic will make it the strongest Psychic DPS and Thunderbolt will make it a top tier Electric attacker.
