Confusion or Water Gun on Golduck?

I have a 100% Golduck completely maxed out for ultra league (has Hydro Pump and Ice Beam), but I can't decide what fast move to give it. I'm leaning towards Confusion because of its higher damage and recent buff, but Hydro Pump's long charge time might work better with Water Gun's faster fire rate.

Golduck is USELESS on the Ultra League. But, if you still wanna use it, then go with Water Gun.

Pokemon like Bastiodon, Tropius (if you are lucky enough to have one) Altaria, Umbreon and Meganium with Frenzy Plant are MUCH BETTER choices for the Ultra League.

All of the Pokemons that you mentioned (aside from maybe Meganium and Umbreon) are more suited for the Great league more than the Ultra league...

I tend to prefer 3 different types for counter coverage and after the buff Confusion is quite good. You don't benefit from STAB, though, which is the reason most people takes it as a worse version of Slowbro.
