For offensive, which is better electric type?
Raikou overall (even though Zapdos is cooler imo xD)
Zapdos has abit better attk and has more resistances due to the flying typing ... Its debatable how much that really helps though as you cant defend with it and you pick your matchups when attacking.
But i think the main thing holding it back in comparison to Raikou is the worse movepool.
If Zapdos got a better quickmove i would say its more even/use whichever you prefer
Overall...i dont think you can go wrong with either.
I'm going to power up one of each, as I like them both. 100% Raikou, 98%Zapdos.
With regards to which is better, at what? Taking down gyms is done quickly, and I tend to stick with generalists, rather than switching out types for better matchups. I'm hoping they modify the way gyms are currently handled, so that defenders get a better deal.
The main reason I see for powering up legends is for fighting other raids. So having one of each powered up, while a bit extravagant, probably will not go entirely to waste since you can use multiple attackers of the same type for raids. And since you can't place legends in gyms, raids are at least a small chance to show them off.
