Zapdos or Raiku?
Who would be a better pokemon to power up? I don't have a electric pokemon over 2500 cp and am looking to invest in one. Do you recomend zapdos or raiku? I have both of them with good IVs but only looking to invest in one.

Raikou is stronger for raids and gym clearing. If that's your primary goal, it's an easy decision.
Zapdos is clearly stronger for PvP most of the time. Zap cannon is a great move in PvP, exactly as strong as Overheat and Draco Meteor. Wild Charge is a fair bit below those, just a hair above Thunderbolt, which is a little bit above Thunder. Further, Thunder Shock (Zapdos's move from Raid Day) is the fastest energy generator among quick moves, tied with Mud Shot and Psycho Cut.
So if you have a Zapdos with Thunder Shock/Zap Cannon, it could be a PvP monster. The exception is when Zapdos's flying type hinders it, for example, against Ice or Rock, and then Raikou is a bit better. Of course, against Fighting or Ground, the flying typing gives the edge to Zapdos.
Being instinct, I want to say zapdos, but raikou is the better option.
Though personally, i'd wait for magnazone, or power ups luxray or Electivire if you have a need for it right now, all are very good in preformance, electivire having more DPS than raikou, magnazone having slightly less (about 2%) DPS but very solid TDO and more resistances (from its moveset, its not released yet), and luxray's about on par with zapdos preformance wise, all three however are significantly cheaper and dont demand the rarecandies the legendaries do.
Having an electric type isnt the most pressing thing for raids at the moment, as other type handle the current raids better and will be gone soon and PvP wise, i'd caution against powering up a legendary strictly for PvP at the moment (unless you have some tournament or competition where you are) or to have an electric type over 2500 CP. If you have enough species specific candy for either of them. Raikou is the better option, however both do see very limited usage (theres other, cheaper generalists), and I am also somewhat hesitant incase they do a spark raikou raid day, similar to what the legendary birds got
I've found that Zapdos is only useful in PvP as the Final Attacker, and only then if you've been able to whittle their shields down to having none left. Other than that, Raikou is much better in PvP - it hits just about as hard and can get 2 charge moves out per battle, so either the Opponent takes one or they use up both of their shields and later opponents get free reign to using Charge Moves.
As for it being weak to Ground moves, this is offset by how terrible those moves are currently and the availability of Shields. They take forever to charge (like all 1 Bar moves in PvP) so it's likely that you will only get 1 shot with them, which can be negated entirely by using a Shield.
