But its gonna cost a hell of a lot to power it up, bc its only lvl 13 !!!
at least i dont need to evolve any more, since i have every relevant moveset on relatively high IV nites. Would you take it all the way to lvl 34ish?

I would. In fact I've been steadily powering up one with the same moves and similar IV (now at 3218) and its just getting better and better - I love using it as a generalist attacker. It's now my #1 go to against high CP Dazzling gleam Blissey (because Hurricane is quick enough to dodge the occasional unexpected second DG, unlike Outrage).
I am jealous of the box space. I think a third of my space is duplicates of non-evolved pokemon in case I need several shots with future movesets. Probably about a fourth is Eevees and evolutions...I keep telling myself they might come in handy...what happens if I need to take down 3 level 10 gyms when I don't have any potions or revives?
I hear good things about the moveset. I would invest in it. I never see a problem investing in something where you know the moveset, especially with good IVs. It's not like you are going to blow 125 candies on a gamble trying to evolve another one. Besides, Dratini candies don't seem to be an issue...
