Yes, about power up advices
Considering this factors
A) Dust is hard to get
B) Good IV along with Good Moveset is even harder
I have:
1) Vaporeon 802 WG/HP 95%
2) Heracross 992 C/CC 91%
3) Starmie 1073 WG/HP 93%
Lvl 27. 170k Dust. Those are my best pokemon with LOW CP.
Recently I evolved around 4-5 good pokemon with Good IV but movesets were Trash. I believe those pokemons will make me "waste" a lof of dust but I think at least 1) and 2) should be priority for me. I'm not getting any other good pokemon. Not even from hatches.
What do you think? they are low but in the end they will be machines wich is not easy to find. I use to find wild Heracross 2000 all weekends but horrible IV so perhaps I can wait a bit more. Definitely I never saw a Wild Vaporeon, never....

Wait a bit with Hera since it will be only an attacker so IV not so relevant, so a 2k wild one with good moveset can be good enough.
I disagree - it is likely to have more than one blissey, snorlax or tyranitar in a gym. So it is likely to need more then one Heracross.
The OP is really lucky - he has got the best moveset with high IVs, on the most desired attacker in the game - what the hell should he be waiting for?
Don't waste dust and candies on mons with bad movesets. You are only level 27. Keep with it and eventually you will get better ones.
The really good IV mons but with bad movesets - save them. Every now and then Niantic messes with the moves and you never know when one will change or become good again. But don't spend dust on them. You will find so many more good mons as you level up.
Use the Starmie as a prestiger. Keep him around 1100cp or so. He hits hard.
Vaporeon or Heracross.
I wouldn't even consider powering a Starmie.
Even for prestiging she isn't the best option.
If you are in need of a water type to deal with Rhydon and Tyranitar, go with Vaporeon.
If you need a fighter to deal with Snorlax, Blissey and Tyranitar, go with Heracross.
Keep in mind that Vaporeon is the best water type while Heracross is the second best fighter.
So, if you really want to go for the best and Machops are common in your biome, or maybe there's a nest nearby, it's better to get a C/DP Machamp and powering him up.

Anyway, with the actual gym scene, more then one fighting attacker is called for.
Don't invest any dust. Chances are you'll find better Pokemon as you level up and you'll want to spend that dust on your stronger mons.
A pokemon is good, when IVs and moveset are good. The OP has two great pokemon [vaporeon, heracross] with really good ivs and perfect moveset.

Me too, but only for bad-iv or bad-moveset-pokemon i invested in, not knowing better. This does not apply to OP's situation.
I hear what you're saying. I'm relatively conservative, saving 500k dust in case I find that special mon that makes me want to commit. It's a personal decision and I personally wouldn't invest since it's likely they'll hatch a great 89%+ eevee and get a vap with AT. Then it's only about 65k dust to level up to 30. If heracross is rare where they are, then they'll need to start walking their buddy, and it will take forever.
I agree on Starmie. I don't think I should waste dust that's why I put on 3rd place.
Vaporeon is really a Beast. I have one with aqua tail and 97% it has a lot of endurance for a fight.
I tested Heracross 2000cp in fight but 15/0/13 IV so doens't know how to judge. The thing that I like is that I have no other fighting pokemon, so it's a great chance to have it now. I was asked if I happen to encounter easily. I wouldn't say easily but I can manage to find Around 5 per weekend. Even tough most of them doesn't come with Fight Attack or they happen to be 71% IV max (from my experience). Min Heracross I got was 200 and max 2100.
