Is x-scissor legacy for scizor?

I change the moveset of my scizor in x-scissor two days ago

Close app then restart app, to reseed RNG.

Not long ago I TM'ed Night Slash and got X-Scissor on the first try.

I think it's just bad luck. I hope you'll get X-Scissor eventually. I know it can be discouraging but you'll get there!

Stories like these make me scared to use charge TMs. I wish Niantic put in logic to fix this. All they need to do is to add logic so that the TM won't give you the same attack that the mon had immediately before the previous charge TM was used.
