Yes, I would at the very least evolve it.

If you have plenty of spare candy then i would, a free level 35 is a huge advantage for saving star dust. Even lower iv pokemon are very useful for saving other resources if youre struggling.

Evolve now and cross your fingers. I got a 15/12/15 level 30 the first night of the weather boost and evolved it immediately--double steel moveset. Hopefully you do better and get at least a DP charged move.

It's so close to the Tyranitar breakpoint, so I'd power it up those two times if I did not have 6 there already.

The highest Blissey breakpoint (against L40 Blissey with 15 def) is one power up higher than the Tyranitar raid breakpoint.

That's an amazing find, evolving it is a no-brainer, but with that little dust I would only power it up to those breakpoints if you really need to. That is, you plan to duo Tyranitar or frequently fight near-perfect level 40 Blisseys in gyms.

Also, the drought ended already. There's now a permanent +25% increase on stardust on most wild mons and more wild mons to grind dust from as well as free dust from raids.
