At the very least I would use the Entei candy already gained. My policy in America with Entei here and next month Suicune arriving. My standards are really high for those two regarding rare candy. 96% with 15 attack for Entei, pretty much 100% for Suicune***partly because I've been fortunate to get a Mewtwo already and at least one 96% on Lugia, Moltres, Zapdos, Raikou

Would you power up?
Hello, Entei no more here in Europe and didn't have much luck with the IV. My only 90%+ Entei is a CP 1906 93% 12 Attack 15 Defence 15 Stamina. Would you power it up regardless the 12 Attack? Thanks

That depends if you are really in need of good fire type. If you have resources and no other pokemon to power up I guess you could take it to the 30 level at least. 93% is really good in my opinion.
I, personally wouldn't power up Entei. I say that because I have 100% Flareon and I can't complain about his performance. Considering the current gym system and matchups - any fire type can burn easily through the opponents if you know what you're doing.
