Woud charge TM give this Pinsir value?

I had stashed a bunch of old mons as trophies that had high IVs and bad moves. I'm now going back and rethinking them with the TM option. Back in February, I hatched this Pinsir:

CP 1579, HP/A/D =15/15/14 Fury Cutter (legacy)/Vice Grip.

If I can TM it for XScissor and power it up would it have value as an Alakasam/Mew/Mewtwo/Celebi raid counter?

Probably not the best use of a TM and dust. There are likely a lot of other options for psychic raids that would not cost you as much. For example, a high level Dragonite would be better. Houndoom and Gyardos with Bite will also do as good or better while costing you less.

Hmmm, I don't quite understand how the others would cost less as powering up is powering up. My Bite Gyarados is the only one of the other options you mentioned that I already have powered but it rates poorly on the Battler, perhaps because of it's charge move (Twister). Maybe I should charge TM that mon instead?

I had resister TMing Twister to this point only because of it's legacy status.

Twister is awful...
So bad to use on attack.

Personally, I would TM Twister given that it's a high-level mon you've already invested in. Any of Gyarados' non-legacy charge moves is usable on attack.

To answer the original question, yes a Charged TM (or two, or more) to X-Scissor on your Pinsir would give it value. Fury Cutter will charge X-Scissor really fast. There are probably better uses if you're short on TM's, though. But if you want to do it, go for it! I would probably be tempted given the IV.
