Worth Powering up?

Just wondering if the following is good to power up for either attacking or defending:
Exeggcute 1802 C/SeB 86.7% ivs
Exeggcute 1695 C/SoB 77.8% ivs
Rhydon 1223 MS/EQ 96.7% ivs
Gyarados 2407 B/Tw 88.9% ivs (sadly)
Crobat 1380 AS/SLB 84.4% ivs
Dragonite 1567 DB/HB 88.9% ivs

This is kind of a tough question without knowing the rarity of the candy and dust in your case and whether you want or need attackers or defenders etc.

In regards to eggs I quit caring about IVs for them long ago. They are common enough here that I can find one with very high CP and evolve it straight into a defender with zero dust investment and less candy.

I think some would power that Rhydon although I find I rarely use mine.

The rhydon will sit high in gyms; its moveset is solid. I also agree with a previous response in that I do not use mine as often as other like-cp pokemon

Is that sludge bomb or shadow ball on crobat? I have yet to try one out but judging from its moves, I'd make the assumption that shadow ball would be a less desirable charge move?

I'm eyeing up the exeggutor with solar beam-it may not be the best defender but on offense it will hit very harder. Seed bomb would be better for defending, the ivs aren't bad but I feel like it may sit lower than other executors, once fully maxed?

Although I really love Exeggutor, investing dust for a defending one depends on the area and the strength of gyms. C/SoB is a deadly moveset and usable for both offense and defense, so if I would choose one this would be it. C/SeB is defense only.

Regarding Rhydon I agree with the other comments. I use him rarely and since the update SE is way stronger than EQ. Really depends if you already have other attackers into Snorlax and Blissey. Would be a lot of dust to invest - so I would say no.

Gyarados with Twister is actually pretty good on defense since the buff. Investing a little dust to get him to 2800 would give you a good placement in most gyms.

Can't say anything about Crobat but I think there are better options to cover his typing. Maybe he can be used as a prestiger.

Dragonite is an unfortunate case...DB is really good but HB is not as strong as the two legacy dragon movesets and with his low level you would have to invest another 100 candy to get him to 3k. I would wait for the next Dragonite to power up.
