Worth it to power up 2nd 95% lugia??

I intend to power up each legend to lv30.
I alredy have a 95% iv lugia which i spent 1 CTM n got FS n was going to use a FTM to ES.

So yesterday night i went to a zapdos raid near a mall n 20 people lobby easy kill n caught it.
Nearby there was a lugia raid, decided to ignore since i already have a 95%, but what the hell lets just do it for the rewards since its easy with max lobby player.
Again easy kill n didnt pay attention to the cp since i already had a 95%, boom caught it, didnt bother to appraise it, went back home and to bed.

This morning i checked n found out i have two CP2047 lugia, the 1 i caught yesterday had the exact same stats as the 1 intended to power up but the moveset is double psychic!! Wish i didnt spend that CTM on the previous lugia

My other psychic mons are:
Lv30 espeon
Lv20 alakazam from raid with PC/FS 86%iv(powerup this??)
And a couple high lv exegutors but none with double psychic moves
I only use those confusion/SB for blissey only

So now should i power up a 2nd lugia to lv30?
It be nice to add 2 mons above 3000CP in my collection.
Im lv 38 with 2.1m stardust n 62 lugia candy and almost 400 rare candy to spare
